How so? This quote points back once again to Romans 8:28: “We know that all things work together for the good of those who love God: those who are called according to His purpose.” God is sovereign. He is omnipotent, omniscient, and unfathomably all-loving, we cannot understand His ways anymore than I can teach my dog calculus. (sorry , it is a weak analogy but anything I come up with would be weak)

An illustration of Joni’s quote , let’s go back to our Isaiah study just completed , chapter Isaiah 47: “The Fall of Babylon”. God used Babylon as the conquerors of Israel for 47:6 note: “I was angry with my people.” And Isaiah prophesies Cyrus conquering Babylon prior to Judah falling to Babylon in 606 B.C. Chapter 50 goes through prophecies against Babylon, and indeed Babylon was made desolate.
