I do have alot of thoughts on Paul before Agrippa. But I wanted to suggest we all delve first and foremost into the John Gill commentary below, being diligent in looking, reading , reflecting and praying over the referenced old Testatment bible verses that are referenced.

A key note is that John points out the Jews expected a ” prince and saviour, that would rule within the context of great outward prosperity forever.” One could ask : “Where is the love?” Redemption without true repentence from the heart? There is a fair number of verses I notice taken from Psalm 22. We talked about this when we crossed over in our reading this past year, but Psalm 22 is very much a depiction of the crucifixtion scene and from the perspective of Jesus. So, was not David receiving a vision from the Holy Spirit. Or was he on some type of lsd trip, seeing as how the horrific evil practice of crucifixtion on a cross had not been invented yet in David’s time, and a thousand years before Yeshua the Christ, Emmanuel – God with us.
And let’s look at Agrippa’s comment to Festus in 26:32 concerning Paul’s trial: “Tis man might have been set free if he had not appealed to Caesar.”

You see in John’s commentary note in 26:31 that there were no laws yet , at this time against proclaiming and preaching that Jesus was and is the Christ. But Paul , like Peter would be martyrded in room brought on by Nero’s madness.
